FG Approves New Framework to Tackle Poverty in Nigeria

The Federal Executive Council approved the One Humanitarian One Poverty Response System during Wednesday’s meeting, establishing a unified national framework that merges humanitarian aid, social protection, and poverty reduction initiatives into a single coordinated approach.

The memorandum was presented to the Council by the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro.

OHOPRS is a key pillar of President Bola Ahmed Tinubu’s Renewed Hope Agenda and the framework through which the Federal Government aims to lift millions of Nigerians out of poverty.

For years, programmes for vulnerable Nigerians have run largely in isolation across government, development partners and humanitarian organisations.

The result has been duplication, gaps in coverage, and families who receive emergency help with no clear route to recovery.

A statement on Thursday by Dr Abimbola Fasanu, Senior Technical Adviser on Information Systems and Data Analysis at the Office of the Minister, clarified that OHOPRS is not another programme but a system reset.

“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” the statement quoted the Minister as saying.

Dr Doro said the approval moves OHOPRS from a nationally adopted framework into the formal architecture of the Federal Government, and that the true measure of the reform will be how well interventions work together to improve the lives of Nigerians, not how many are undertaken.

OHOPRS was created with technical input from development partners and other stakeholders at a workshop held at the UN House, Abuja, in March 2026.

It was unveiled on 26 August 2026 by the First Lady, Senator Oluremi Tinubu, alongside the Minister, at the Banquet Hall of the State House, Abuja.

With FEC approval secured, the Ministry will work with government institutions, subnational authorities, development partners and other stakeholders to put the framework into practice.
