The National Assembly has transmitted the proposed Sixth Alteration bills to the 36 State Houses of Assembly, asking them to consider and communicate their resolutions within 30 days.
The bills are currently before the state legislatures and require approval by at least two-thirds of the 36 assemblies before the constitutional amendment process can be concluded.
Clerk to the National Assembly, Kamoru Ogunlana, said the transmission was made pursuant to Section 9 of the 1999 Constitution and a directive from the National Assembly leadership.
Ogunlana said, “The State Houses of Assembly are expected to consider the bills in accordance with their respective legislative procedures and communicate their resolutions to the National Assembly.”
He noted that the Constitution does not specify a timeframe for the state assemblies to communicate their decisions.
However, he urged them to act within 30 days, saying, “It is expected that the State Houses of Assembly will communicate their resolutions to the National Assembly within 30 days.”
Section 9 requires a constitutional amendment bill to be approved by resolutions of not less than two-thirds of the State Houses of Assembly.
The bills will therefore remain before the state legislatures until their resolutions are communicated to the National Assembly, after which the amendment process can proceed to the next stage.
