The Nigeria Customs Service (NCS) has commenced full operations of a simplified digital baggage declaration system at the Seme Area Command to speed up passenger clearance and improve transparency.

The service said the system allows passengers to initiate baggage declarations using mobile devices or complete the process through designated digital kiosks at the command.

Standardised assessment tables are used to determine applicable duties on declared personal goods, with the system automatically calculating payments and generating receipts.

According to the NCS, the digital process has reduced the average passenger baggage clearance time at Seme to less than five minutes since its deployment.

The command also generated ₦10.34 million in revenue from passenger baggage declarations within the first few days of implementation.

The Customs Service said the system was designed to reduce manual processes and discretionary assessments while providing passengers with a predictable process for clearing dutiable goods.

However, it said the digital system would operate alongside strengthened enforcement measures to prevent abuse of the passenger baggage process.

Through risk management and intelligence-led controls, the command said it would continue to intercept attempts to conceal commercial quantities of restricted or prohibited goods as passenger baggage.

The Customs Area Controller, Seme Area Command, Comptroller Abdullahi Kaila, said the deployment was part of the wider effort of the Comptroller General of Customs, Bashir Adewale Adeniyi, to use technology to improve trade facilitation, transparency, accountability and compliance at Nigeria’s borders.

Kaila urged passengers, cross-border traders and other members of the trading community to use the simplified declaration system and comply with applicable customs requirements.

The command said it would continue working with relevant stakeholders and sister agencies at the Seme border to facilitate legitimate travel and commerce while maintaining controls against smuggling and other forms of cross-border illicit trade.
