Eight US States Sue OpenAI Over ChatGPT Teen Harms

OpenAI is facing legal action from eight US states over claims that its ChatGPT chatbot puts young users and teenagers in danger by fueling delusions, prompting self-harm, and helping plan violent acts.

Attorneys general from Iowa, Kansas, Arizona, Arkansas, Idaho, Montana, Nebraska and West Virginia filed separate lawsuits in state courts on Wednesday, accusing the company of violating consumer protection laws and creating a public nuisance.

The lawsuits allege that ChatGPT is designed to be agreeable and engaging to build users’ trust, but can reinforce harmful beliefs and encourage dangerous conduct. They also claim the chatbot has helped users plan acts of violence, including mass shootings.

The legal action marks a significant coordinated effort by state authorities to hold an artificial intelligence company accountable for alleged harm to the public. It adds to the legal challenges OpenAI faces as it prepares for a potential public listing.

The states accuse OpenAI of misleading consumers about ChatGPT’s safety and are seeking court orders requiring the company to change how the chatbot operates.

Among their demands, they want OpenAI barred from developing AI models capable of improving themselves unless the company can ensure the systems remain aligned with human values.

The lawsuits also seek civil monetary penalties for alleged violations of state laws, as well as damages.

OpenAI did not immediately respond to a request for comment.

The company is already facing dozens of lawsuits from private plaintiffs who allege that ChatGPT helped users plan mass shootings or other acts of violence. Florida’s attorney general filed the first state-level lawsuit of this kind in June.
