American President Donald Trump has restated his commitment to delivering a $5,000 cash payment to every adult citizen across the United States, provided that the Republican party maintains its legislative majority in both houses of Congress during the upcoming 2026 midterm elections.
Trump made the pledge in a video he shared on Saturday, saying the proposed “Trump dividend” would be funded largely through revenue generated by tariffs and what he described as strong economic performance under Republican leadership.
“If Republicans win the House of Representatives and the Senate, I’m going to give all adult citizens in the United States of America $5,000,” Trump said.
He said the proposed payment would amount to about $1 trillion, while pointing to what he described as $21 trillion in investments made in the US over the previous 15 months.
“The Trump dividend is approximately $1 trillion, but we have a record-setting $21 trillion that’s being invested in our country in just the last 15 months.
“So it’s actually a very easy thing to do for me, but the Democrats can never do it because they never brought the goods, and they never will.”
Trump has previously described the payment as a dividend made possible by the strength of the US economy and tariff revenues. Independent analyses have estimated the overall cost at about $1.2 trillion, raising questions over how the programme would be financed.
The president contrasted his proposal with his prediction of economic difficulties should Democrats gain control of Congress.
“If the Democrats win, you will have an economic depression, much like 1929,” he said.
“If the Republicans win, you will each have $5,000 in your pocket and economic success for our country like we have never, ever seen before.”
Trump said the government was collecting sufficient revenue from tariffs to finance the proposed payments.
“Republicans can do it, and Democrats can’t, because we’re taking in massive amounts of money through tariffs and record-setting economic success,” he said.
However, FactCheck.org reported that tariff revenues alone would take more than six years to cover an estimated $1.2 trillion cost of the proposed payments, based on the figures available when Trump first announced the plan.
Trump also pointed to a recent $1,776 payment to US military personnel as evidence that his administration could deliver large-scale payments despite doubts over their feasibility.
“And remember, just recently, I gave all members of the military $1,776, just like 1776, and everyone said that was an impossible thing to do, but I did it. Everybody got their money.
“I did it, and I’d do it again.”
Trump first unveiled the $5,000 proposal at a Republican midterm convention in September, describing it as a dividend for adult US citizens if Republicans retained control of the House and Senate.
He ended Saturday’s video by reiterating his commitment to the proposed payments if Republicans win control of both chambers.
“So thank you, and I look forward to signing those checks,” he said.
